Organic Law 1/1990, of October 3, 1990, on the general organization of the educational system, considers the ongoing training of teachers as a right and an obligation of teachers, as well as a responsibility of the educational administrations. Teachers are, evidently, the fundamental element without which the renewal of the educational system is impossible.
The current educational reform presents a renewed conception of the centers, emphasizing pedagogical and organizational autonomy. The center’s curricular project favors the introduction of a dynamic of reflection and analysis of the practice that leads to an autonomous development of the teaching staff.
With these starting points: fundamental role of the teaching staff, organizational, pedagogical and managerial autonomy of the centers, adequacy of the organizational structure, participation of the different sectors of the educational system, etc.
4. A complaint may be lodged against the proclamation agreement within the following two days. The electoral board will decide on the following working day and an appeal may be lodged against its decision, which will not have suspensive effects, before the provincial delegate of the Department of Education and University Planning.

In Villoria the Quirós had a palace that remained in the family until well into the 20th century.[12] They were patrons of the neighboring church of San Nicolás, where they had burials, and presented their curacy. This curated benefice should not be confused with the dignity of abbot of Villoria, which was a prebend of the Cathedral of Oviedo.[13] The marquisate of Villoria was a prebend of the Cathedral of Oviedo.[14] The marquisate was granted to the Marquis of Villoria.
The grantee of the marquisate was X holder of an entailed estate founded on April 18, 1474 by Iván Bernaldo de Quirós, his sixth grandfather, guardian and vassal of King Enrique IV, with a faculty that the latter gave him on the previous January 28.[14] The entailed estate had its main seat in what was then called “Casa Nueva”, located in the neighborhood of Villa de Arriba, a suburb of the town of Mieres del Camino, today the seat of the “Bernaldo de Quirós” Secondary School. The founder of the entailed estate inherited this palace as part of an improvement founded around 1435 by Juan Bernaldo de Quirós, his grandfather.[15] This Juan Bernaldo served the kings Enrique III and Juan II and built the “Casa Nueva” from a pre-existing tower with a circular floor plan.[16] The “Casa Nueva” was built by Juan Bernaldo de Quirós in 1435.
